Abstract
The Structure of state authority before the amendment of 1945 Constitution wa centralized in one hand, it was due to the fact that the that the state authority concentrated in the hand of president (executive heavy). As a result, the Indonesian government possessing the authoritarian type of government where the President dominated both infra and supra structures. Such type of goverment resulted in check and balance mechanism. Therefore, there was no control over the government's actions. The violation of human right was one of the negative outcomes. After reformation, the amendment of 1945 constitution is intented to reorganize the centralized authority. After the amendment, a democtratic governmental structure with the separation of power by means of check and balance is expected. In spite of that such expetation is still beyond reality. Eventhought, after amendment the centralized power still colouring the governmental structure of Indonesia. Hence, the concentration of power is in the hand of a House of Representatives Today has become a supreme body in Indonesian governmental structure after such amendment.
