Abstract

his study aims to determine the effectiveness of the implementation of electronic- based regional autonomy as well as to find out models of preventing criminal acts of corruption through an electronic-based system. This type of research uses normative and empirical juridical approaches. he results showed the effectiveness of the implementation of electronic-based autonomy was not optimal, the absence of electronic governance that was integrated nationally, had not been applied to the administration of government and public services as a whole, the reach of communication information technology infrastructure to all regions and to all levels of society that was not optimal, the limited number of employees of the state civil servants who have technical competence, there are no rules regarding the authority of the central and regional governments in the management of e-government. Whereas electronic-based corruption prevention models such as Online Singel Submission (OSS), on map policy, anti-bribery management systems, planning and budgeting systems at the central and regional levels, merit systems, strengthening integrity zones, government internal supervision (APIP), acceleration implementation of electronic- based government systems, integrity of village governance in village financial management, compilation of regulations on national strategies for village financial oversight, integration of all community complaints channels related to village finance and handled in an integrated manner and the implementation of integrated case handling information systems. His advice should be that the government is more flexible, not rigid and slow, can build integrated, effective, responsive, adaptive, and easily accessible public services.
