Abstract
Abstract This research was conducted in the Tanah Abang market, Tanah Abang, Central Jakarta. Tanah Abang market is widely known in the country as the largest textile market in Indonesia, even in Southeast Asia. As the largest textile market, Tanah Abang market has a number of business premises (kiosks, stalls, counters) as many as 19.075 units are divided into several blocks, the blocks A, B, F, and G. The number of kios 7.843 Block A, Block B 5.168 kios, 1.722 block F old stall, stall 553 block F1, F2 block 1.390 stall, block EF 203 stalls, and as many as 2.196 G block consists of 369 stalls, 388 Los, and as many as 1.439 counters. The average turnover of the Tanah Abang market reached Rp. 100 billion - Rp. 200 billion per day, even before the major holidays such as the month of Ramadan until Eid could reach Rp. 1 trillion per day. With the title as the biggest textile market, by itself invites informal sector workers such as street vendors to try to earn a livelihood around Pasar Tanah Abang. Due to the many street vendors, then, irregularities become an everyday sight, because they sell to occupy public facilities, such as sidewalks, even most of the road used as a place to sell. This study uses a qualitative approach, examines the problem of structuring and empowering street vendors. Through this qualitative approach, researchers observe and interview informants as resource persons. The results of observations and interviews with a qualitative approach are data. Existing data is added with other data processed through the processing techniques of Miles and Huberman, which include data reduction, data presentation, and conclusions. The results of this study showed that the Program Planning and Empowerment Street Vendor Pasar Tanah Abang, not running optimally. It can be seen there are many street vendors who sell to occupy public facilities. It also explains that the level of compliance vendors still lacking. On the other hand implementator demanded better understand their duties and functions, not necessarily always use policing approach in managing vendors. Based on the above conditions, then, Jakarta government along with the City Council, immediately create special regional regulations of Arrangement and Empowerment PKL, so that various programs can be implemented optimally. By regulation, then, it became clear who is doing what and how, including sanctions for noncompliance. Keyword: Structuring, Empowerment, Street Vendor, Tanah Abang Market
