Abstract

A person who uphold and againsts the law in a society mostly depend upon the legal culture of his own community. The law may be obeyed by everybody in a society if such legal values are different from their legal cultures. In conformity with the marriage law no. 1 of 1974, the legal age for a male is 19 and 16 for a female corresponding with the legal culture of Batak Toba community. Responsibility is an important value for Bataknese legal culture. Survey said that for Bataknese who have settled in big city like Jakarta, the average marriage is 20 years for female and 25 years for male.
